In ACI code section 9.3.2.1, for tension-controlled section concrete strength reduction factor Φ (phi) is mentioned as 0.9.

Members with flexure without axial force are called tension-controlled section.

Practically most of the beams are tension-controlled. Therefore, Φ (phi) for beam should be considered as 0.9.
